As a public procurement option in the delivery of social and affordable housing, Competitive Dialogue process is being used by some Local Authorities. This CPD is a broad overview of the process.

Housing Agency

Norman Jackson FSCSI, FRICS is Senior Projects and Procurement Advisor with the Housing Agency. The Procurement Unit he manages offers procurement services and advice to Local Authorities and Approved Housing Bodies. He works collaboratively with the Department of Housing, Local Government and Heritage, Office of Government Procurement and Housing Delivery Coordination Office. In his daily work, continues to offer QS services in the delivery of social housing projects, and has experience in establishing frameworks, including for the delivery of the Pyrite Remediation Scheme. He is also a member of the assessment panel of a number of Competitive Dialogue procurement processes.

Norman became a Fellow of the SCSI/RICS in 2020 and is an active member of the SCSI’s Southern Regional Committee and the SCSI’s Practice & Policy committee, and is also a member of NSAI/TC 006 Construction Standards Consultative Committee.
