• Providing advice to Chief Quantity Surveyor and Senior Management on quantity surveying and related matters. Possess a high level of technical /subject matter knowledge, skills and experience in commercial management /quantity surveying on matters such as
• Estimation, Financial and Cost Management, Contractual and Legal Knowledge, Technical Construction
  Expertise, Digital and Analytical Skills, Project Management and Communication, and Dispute Management.
• Providing management and leadership in the implementation of departmental and corporate work programmes.
• Working effectively with other City Council Departments and external agencies to produce collaborative, cost effective and timely solutions to organisational challenges.
• Managing and motivating staff by fostering good employee/management relations and ensuring staff engage in appropriate professional development.
• Managing, overseeing and directing projects undertaken by both in-house quantity surveying staff and consultant quantity surveyors.
• Managing project and corporate budgets to ensure effective and efficient budget management within the Quantity Surveyors Division.
• Preparing Business Plans, Performance Management Plans and setting Key Performance Indicators for the effective operation of the Quantity Surveyors Division.
• Optimising the use of available technology to deliver a high standard of service to client departments.
• Partaking in Project Boards, conciliations, arbitrations and dispute resolution in regard to construction projects.
• Providing advice on European and National procurement rules and processes and establishment and usage of procurement Frameworks.
• Participating in ongoing personal and professional development.
• Undertaking any tasks or duties assigned by the Chief Quantity Surveyor.

Education

(a) Candidate shall hold a professional qualification in Quantity Surveying that is prescribed under the Building Control Act 2007, or a qualification in Quantity Surveying that is equivalent to a qualification so prescribed in Section 29 of the Building Control
Act 2007 and

(b) be eligible for registration as a Quantity Surveyor under the Building Control Act 2007 without requiring further assessment. Any appointment by the employing local authority will be subject to registration under the Act.

Experience etc.
– Candidates shall also:

(a) have at least nine years satisfactory relevant experience in quantity surveying;
(b) possess a high standard of technical training and experience;
(c) possess a high standard of administrative and strategic management experience; and
(d) have satisfactory knowledge of public service organisation or the ability to acquire such
knowledge.

Salary for the post shall be in accordance with existing practice as set out in relevant circulars. Starting pay for new entrants will be at the minimum of the scale. Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government and Heritage.
