Job Responsibilities

Whilst the precise range of Grade II surveyors’ duties’ will vary over time, in response to OPW’s prioritised programme of planned & live capital projects, it will include the following:

  • Planning, measuring, procuring, managing and monitoring OPW’s works programme in modern & heritage buildings, as assigned in accordance with the agreed business plan
  • Provision of robust, agile & consistent quantity surveying services (Full & Partial) on a diverse range of OPW projects. Services to include but are not limited to:
    • Developing order of magnitude & measured cost-estimates for assigned schemes; including options-appraisals, value engineering & cost-limit exercises;
    • Developing, interpreting & updating project & elemental benchmarks to ICMS3;
    • Assisting in the preparation of Feasibility Studies, Options Appraisals and Business Cases, in compliance with Infrastructural Guidelines and ICMS whole-life value;
    • Checking, reviewing & updating cost plans & project budgets regularly with the team as design develops pre- tender, change-management & developing milestone reports;
    • Provision of guidance on procurement and contracts to in-house multi-disciplinary teams in accordance with the Capital Works Management Framework;
    • Drafting CWMF procurement documents and contracts for services / works packages;
    • Analysing & evaluating payment applications and contractual claims;
    • Administering construction projects from project inception to completion, including reporting on the project scope, cost, programme & risk/opportunity management;
  • Procuring, managing & monitoring the services of outsourced consultants to enhance value-for-money, and ensure effective, timely & efficient performance of contracted services;
  • Monitoring delivery of assigned projects within approved parameters;
  • Updating OPW’s databases of live construction projects and procurements;
  • Engaging constructively, supportively & flexibly with managers and colleagues to assist us prioritise and meet the operational needs of the team as efficiently as possible:
  • Assisting OPW QS Section with digital transition initiatives, e.g Tableau dashboard reporting, Common Data Environments & implementing pilot projects for 5D BIM;
  • Assisting line managers to develop reports, studies, presentations & research papers;
  • Managing and directing junior staff, when required
  • Keeping abreast of developments & research relating to quantity surveying;
  • Maintaining the highest standard of professional quantity surveying standards & ethics, and compliances with OPW governance;
  • Proactively researching, and keep up-to-date with changes in legislation, trends in the construction industry and technology as they impact on OPW services;
  • Other tasks as assigned from time to time by the Head of the Section.

Job Requirements

Candidates must have on or before 14th August 2026:

  • Hold a qualification in Quantity Surveying or Construction Economics at a minimum Level 8 on the National Framework Qualifications (NFQ) ,that is accredited by the Society Of Chartered Surveyors Ireland / Royal Institution of Chartered Surveyors, and entitles the holder to be eligible for the Registered Professional Title of Chartered Surveyor (SCSI);

And

  • Be a person named on, or eligible for inclusion on the register of Quantity Surveyors maintained pursuant to Part 4 (Registration of Quantity Surveyors) of the Building Control Act 2007; From the last Grade II booklet (Please note: Candidates who are successful in this competition will be required, prior to appointment, to be registered on the Register of Quantity Surveyors as set out in Part 4 of the Building Control Act 2007)

 

In addition to the above, candidates must also be able to demonstrate:

  1. Significant relevant post-qualification experience of delivering full, client-side quantity surveying services (ideally spanning CWMF stages i-v) on building typologies similar to those in OPW’s property portfolio; with demonstrated expertise in the following;
  • Experience of planning, organising and/or leading on the delivery of cost management projects and technical services;
  • A high standard of technical training and expertise in building construction and development economics
  • Proficiency in measurement of building projects (to ARM 4/5)
  • A proven ability to manage and/or direct project cost assessment and analysis including experience of the production of and utilisation of cost data.
  • The ability to conduct cost audits; collecting all necessary information, reporting impartially and accurately, drawing conclusions and making recommendations
  • The ability to make informed judgements & decisions on contractual issues;
  • Be self-motivated, and capably of reliably completing assigned tasks on time;

2. Familiarity with EU and National procurement rules and processes, the Capital Works Management Framework (CWMF) and the Public Works Contracts (PWC);
3. Good knowledge of the Infrastructure Guidelines, public procurement requirements and procedures in Ireland;
4. Able to work under pressure to tight deadlines while producing high quality work;
5. Experience of operating successfully in and actively contributing to a multidisciplinary team environment in support of excellent service delivery;

6. The ability to take a strategic approach in the delivery of key policy objectives;
7. The ability to liaise credibly and confidently with senior personnel, legal and other professionals and represent national positions in international negotiating fora;
8. Excellent verbal and written communication skills with the ability to present complex information in a clear and concise manner, to technical, or non-technical audiences;
9. Well-developed IT skills including a good working knowledge of MS Office suite and familiarity with Cubit and/or similar specialist software packages – Autodesk, Tableau;
10. A commitment to continuing professional learning and development;
11. A current full driving licence (Category B), valid in Ireland and access to a car.
