    Orlaith Sheehy is a partner in McCann FitzGerald LLP, one of Ireland’s leading law firms. She specialises in public procurement law, with experience in both contentious and non-contentious aspects of tender processes, together with invaluable insight into the political environment in which contracting authorities operate.

    Orlaith’s practice focuses on guiding contracting authorities to the successful conclusion of public contracts without challenge, adopting a practical and commercial approach to procurement processes and guiding authorities through complex issues in a clear-sighted, robust way. Orlaith’s skills include anticipating risk and advising on early measures to manage or avoid pitfalls. Orlaith also has an excellent track record in successfully defusing potential disputes through robust correspondence with unsuccessful tenderers. Orlaith also acts for unsuccessful tenderers in challenging public procurement processes, giving her the ability to see both sides of every risk. Orlaith recently led a challenge to the Minister for Transport’s award of the Coast Guard Search and Rescue contract, worth over €800m, and one of the largest procurement litigations in the state.

    Orlaith’s knowledge and understanding of public procurement law is unparalleled, but what sets her apart is the practical and commercial way in which she approaches the often tricky issues that arise during tender processes. She acts for the Irish Central Bank, National Transport Authority, National Development Finance Agency, Transport Infrastructure Ireland and the Office of Public Works (among others).

    Orlaith also lectures widely on public procurement law issues, including as part of the Trinity College Diploma on Construction Law and Contract Administration and the Kings Inns’ Diploma in Public Procurement Law.
