Program Manager
Job Responsibilities
- Co-ordinate and manage the development and implementation of the programme;
- To manage a portfolio of projects including capital projects and to prioritise and track progress;
- To research funding opportunities.
- To manage and supervise employees up to the position/grade of Project Manager or analogous grades and to ensure the training and development of such employees.
- Benchmark, measure, monitor and report on progress of the Plan both at the level of each individual action and at the strategic level;
- Engage with all stakeholders who are involved in the delivery of the programme, assisting them with the completion of their projects as identified in the programme plan, communicating regularly to ensure progress is maintained;
- Co-ordinate regular formal update meetings with stakeholders to coordinate efforts and identify actions that require undertaking and facilitate collaborative problem solving with a holistic approach;
- Deliver regular reporting on the implementation of the programme to Dublin City Council regarding any matters of funding, timelines, projects, etc.
- Deliver a proactive communications strategy to promote the work of the Interim Project Management Unit;
- Support Dublin City Council and the Advisory Board in their work, including regularly briefing them on progress and key developments; organisation of meetings of various stakeholders; other relevant duties to enable them to discharge their responsibilities;
- To develop and maintain relationships with government departments and external agencies in accordance with policy and to ensure the agreements to co-ordinate work programmes are implemented;
- To achieve and maintain similar co-operation with local development agencies in accordance with evolving policy on the integration of local government and local and community development;
- To identify and agree work programmes, targets and deadlines and ensure their subsequent implementation;
- To promote safe work practices in the local authority generally and to ensure that all works in the areas for which they have responsibility are carried out in line with health safety and welfare legislation and regulation;
- To ensure compliance with corporate policies (Health and Safety, HR, Data Protection, Child Safeguarding etc.);
- To ensure good governance whilst acting in the public interest at all times;
- To uphold the corporate values of Local Government and the Council;
- To deputise as required;
- To undertake any other duties of a similar level and responsibility as may be required from time to time.
Job Requirements
Senior Engineer
Character:
Each candidate shall be of good character.
Health:
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education, Experience, etc.:
Each candidate must, on the latest date for receipt of completed application forms: –
(i) hold an honours bachelors degree (level 8 on the National Framework of Qualifications (NFQ)) in Engineering accredited at CEng or CEng with FL level by Engineers Ireland;
OR
(ii) hold an ordinary bachelors degree (level 7 on the National Framework of Qualifications (NFQ)) in Engineering AND a post- graduate masters degree (level 9 on the National Framework of Qualifications (NFQ) in Engineering.
OR
(iii) hold a masters degree( level 9 on the National Framework of Qualifications (NFQ)) in Engineering attained after completing and integrated masters level programme of at least 4 years duration and which is accredited at CEng level by Engineers Ireland or an equivalent accreditation body internationally;
OR
(iv) have achieved the registered professional title of Chartered Engineer and be registered on the Register of Chartered Engineers of Engineers Ireland or of a professional institute of another country and recognised by Engineers Ireland as of equivalent status:
have had at least eight years satisfactory relevant experience of engineering experience including a period of not less than six years satisfactory experience in the direction and supervision of major engineering work;
(c) possess a high standard of technical training and experience and of administrative experience;
(d) have satisfactory experience at strategic management level;
(e) have satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
Senior Architect
Character:
Each candidate shall be of good character.
Health:
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education, Experience, etc.:
Each candidate must, on the latest date for receipt of completed application forms: –
Have a professional qualification in Architecture, which is prescribed under the building Control Act 2007 or a qualification in Architecture that is equivalent to a qualification so prescribed in Section 14 of the Building Control Act 2007 and;
Be eligible for registration as an Architect under the Building Control Act 2007 without requiring further assessment. Any appointment to the employing local authority will be subject to registration under the Act;
Have at least seven years satisfactory relevant experience of architectural work including a period of not less than five years satisfactory experience in a responsible capacity as team leader of multi-disciplinary design teams and the administration of construction contracts as Employer’s Agent or equivalent role;
Have knowledge of the principles of Urban Design and planning policy and practice;
Have satisfactory experience at strategic management level;
Have satisfactory knowledge of public service organization or the ability to acquire such knowledge.
Assistant Chief Quantity Surveyor
Character:
Each candidate shall be of good character.
Health:
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education, Experience, etc.:
Each candidate must, on the latest date for receipt of completed application forms: –
hold a professional qualification in Quantity Surveying that is prescribed under the Building Control Act 2007, or a qualification in Quantity Surveying that is equivalent to a qualification so prescribed in Section 29 of the Building Control Act 2007, and;
be eligible for registration as a Quantity Surveyor under the Building Control Act 2007 without requiring further assessment. Any appointment by the employing local authority will be subject to registration under the Act;
Candidates shall also:
have at least nine years satisfactory relevant experience in quantity surveying;
possess a high standard of technical training and experience;
possess a high standard of administrative and strategic management experience; and
have satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
On the date of appointment possess a current unendorsed full driving licence (category A1, A and/ or B) as they may be required to drive in the course of their duties.
