Cabhrú Housing Association are recruiting a new role of Asset & Property Services. Reporting to the CEO, You will demonstrate strong leadership in the delivery of asset management services to ensure that Cabhrú continues to provide sustainable quality home to its Tenants.

Job Responsibilities

Key Roles and Responsibilities

Operations – Asset Management and Response Maintenance

  • To ensure that Cabhrú’s Asset Management Strategy is being implemented and periodically reviewed and maintaining the organisations Asset & Liability Register.
  • To ensure the effective management of all responsive repairs, maintenance, as well as the out-of-hours maintenance service.
  • To manage and maintain, periodic Stock Condition Surveys, Planned Maintenance and Cyclical Maintenance Plans ensuring that they are maintained and are meeting both statutory and regulatory requirements of the AHB as a social landlord.
  • To ensure that KPI’s are met, and that works are delivered effectively and efficiently.
  • To manage efficient void works process.
  • To ensure inspections and audits of works are carried out, to ensure the quality of work and to address concerns as they arise.

Budget & Finance Management

  • Develop and manage budgets for repairs, maintenance and planned maintenance works.
  • Produce and monitor detailed long term investment programmes, maintaining a 30-year projection of maintenance spend.

Procurement & Value for Money

  • Work with the Operations Manager to develop and deliver a procurement strategy which delivers consistency and best value for money for Cabhrú.
  • To manage all property related contracts, ensuring they are being delivered on budget, on time and to the agreed standard, and that all required documentation is in place and is up to date, including contractor insurance and H&S documentation.
  • Be familiar and compliant with current EU Procurement Directives, procurement legislation, preparing tenders to external contractors.

Assurance and Risk Management

  • Keeping up to date on key technical and regulatory developments and making relevant information available to team members.
  • Identification, management and mitigation of Cabhrú property related risks through effective risk management

Health & Safety

  • Leading on Health and Safety for the organisation ensuring compliance with relevant legislation and health and safety requirements.
  • Maintaining and managing the relevant H&S Risk Assessments.
  • Leading in the resolution of any significant property related emerging risks.

Major Works

  • To lead and oversee any major works that are identified for undertaking
  • Lever additional resources and partnerships to reduce investment costs, including meeting sustainability / greening agendas.
  • To ensure that Cabhrú are compliant with any stakeholder requirements arising out of a major works project/programme

Customer Service and Tenant Engagement

  • Model and promote the highest standards of customer service, committing to excellence and continual improvement
  • Support and facilitate Cabhrú’s tenant engagement strategy, leading on projects relevant to the repairs and asset management service.

New Developments

  • To provide technical due diligence and life cycle costs assessments of new business opportunities.
  • To provide effective property oversight as part of new scheme appraisal process.
  • Collaborative working to oversee the effective property handovers to housing, and the management of the defects liability period.

People Management

  • Direct line management of personnel in Property & Assets Function
  • Maintain a strong understanding of the operational aspects of the business through investing time with direct reports
  • Scheduling, assigning duties and coordinating workloads for line reports.
  • Assist with staff recruitment, induction, training, and development enabling them to deliver quality services.

General

  • Senior Management Team Participation – to work closely with other members of the senior management team.
  • Reporting – produce monthly and periodical reporting of activity and performance against; KPI’s, budget spend, Health & Safety to Operations Manager, Board and relevant committee meetings.
  • People Management and Leadership – Demonstrate a strong and consistent leadership style exhibiting the values and Cabhrú. Support, educate and develop the team members as required to ensure the continuous improvement of the team.
  • Business Management – contribute to the business planning and strategic planning process.
  • Document Management – Ensure all required records and data are up to date, accurate and recorded on Cabhrú’s IT / housing management platform, and to provide reports as necessary to fulfil compliance with external regulation and Cabhrú standards.
  • Operational Controls – to ensure that all operational policies and procedures relating to Facilities and Asset Management are followed, reviewed periodically and where gaps are identified develop new controls.
  • Stakeholder relationships – To participate in developing and maintaining the relationships between Cabhrú and all its Stakeholders, including Tenants, local authorities, funding agencies, regulators, etc.
  • Innovation – Apply creative approach in regard to all aspects of the role for the betterment of Tenants and Cabhrú, in its Vision to provide high-quality service for all.
  • Personal Development – Attend / request training appropriate to your role.

Job Requirements (including qualification & experience)

  Essential Desirable
Knowledge and Experience
Minimum of 5 years’ experience in asset management of which at least 3 years has been in a managerial role, including; asset inspections, reactive and cyclical maintenance, planned maintenance (stock condition surveys) and major works projects. Y  
Experience of working in the Approved Housing Bodies Sector   Y
Experience of major works projects on time and within budget Y
Knowledge and experience of procurement practices and regulations. Y
Demonstratable knowledge and experience of current Health and Safety requirements and legislation, including Risk Assessment Y
Experience in delivering and managing key facilities and asset related strategies and policies, such as Asset Management Strategy, Planned Maintained Plans, Energy Master Plans etc. Y
People and Stakeholder Skills / Knowledge
Experience of building and managing relationships with a diverse range of stakeholders Y
Excellent communication skills, verbal, written and presentational Y
People Management experience – leading, motivating and developing staff Y
Operational Skills / Knowledge
Excellent planning and organisational skills Y
Good computer literacy / use of IT systems Y
Full valid driving licence and use of car Y
Experience of operating Housing Management software or similar Y
The ability to work under pressure and to meet strict deadlines Y
Qualifications
A degree or equivalent qualification (at level 8 of NFQ) required in Property/Facilities Management or equivalent technical qualification relevant to the role. Y
Membership of a relevant Professional Body (e.g. SCSI, RICS, CIH etc.) Y

Salary:                            €65,000 – €70,000

Leave:                              24 days
