Job Description
The Office of Government Procurement (OGP) is shaping the future of public procurement by integrating procurement policy, strategy and operations and through the provision of advice, guidance and training to public service bodies across the State. It carries out the sourcing of goods and services that assist Irish Public Bodies in the delivery of important public services to and on behalf of citizens.
The OGP delivers a wide variety of sourcing activity through the establishment of national Framework Agreements, delivering both mini competitions and bespoke competitions for goods and services for our customers across the public sector. We are looking for talented and commercially aware individuals who wish to develop a career in procurement with the OGP.
The Category Specialist Higher will support the delivery of sourcing objectives and be responsible for categories of expenditure/specific spot buying activities/sourcing operations activities. They will have the opportunity to work on a wide variety of procurement projects and with a wide range of stakeholders across all public service sectors, including central government, local government, health, defence and education.

Job Requirements
1. Direct sourcing experience (minimum of 24 months within the last five years) in a sourcing/ procurement role i.e. the primary duties and responsibilities of the role must have been related to procurement rather than procurement being a secondary responsibility.
2. Sourcing/procurement experience is defined as experience in: procurement planning, needs identification and analysis, preparation of final tender documentation, bid evaluation, supplier selection, contract preparation.
Experience in at least 3 of the activities listed above is required.
3. Practical experience in establishing high value (greater than €130k contract value) commercial procurement arrangements in a regulated or competitive market.
4. Contributed to the planning and delivery of procurement projects.
5. Experience of governance, quality assurance and controls in the procurement process.
6. A strong focus on results and an ability to prioritise tasks, meeting tight deadlines to deliver successful outcomes.
7. Ability to be adaptable and resilient.
8.Strong communication & interpersonal skills.
9.Experience of operating successfully in and actively contributing to a team environment.
10. Strong judgement, problem solving and decision making ability.
11. Good Information Technology (IT) skills with proficiency in Microsoft Office applications including PowerPoint, Excel and Word.
