[vc_row][vc_column][vc_column_text]The Valuation Office is an independent Government Office, under the aegis of Department of Housing, Local Government and Heritage. Its core function is the establishment and maintenance of a uniform and equitable valuation base on which commercial rates are levied by Local Authorities. The Commissioner of Valuation has responsibility for the overall management of the Valuation Office including management and development of staff and financial resources, delivery of the core remit of the Office to provide up to date valuations of commercial and industrial properties to ratepayers and to rating authorities, delivery of the national revaluation programme, delivery of a programme of ongoing revision of existing rateable valuations. The Commissioner of Valuation is also responsible for the provision of valuation services to various Government Departments and State agencies and other public bodies, on a non-statutory basis. The Office carries out open market capital and rental valuations including valuations for rent reviews for these customers. Open market valuations are provided for properties being transferred between Government Departments, State bodies and other authorities and agencies, both local and national. This is a Top Level Appointments Committee (TLAC) position.

• A proven record of achievement at senior level that demonstrates the necessary vision, leadership and management skills with a capacity for innovative thinking, independent assessment and decision making, sound judgement and decisiveness
• Exceptional managerial and organisational ability, including the ability to think and operate strategically at a senior level
• Sound judgement and an ability to guide the resolution of difficult and complex issues positively in a pressurised environment
• Ability to lead the implementation of significant change in a dynamic complex and rapidly evolving environment
• An understanding of the principal elements of valuation law, the local Government rating system, and appeals and Court processes or demonstrate the capacity to quickly assimilate the required knowledge
• The ability to evaluate the practical impact and legal implications of exercising statutory powers and their use in a complex environment
• A range of excellent interpersonal skills appropriate to the demands of the post, including strong people management, influencing, negotiating, motivating organisational change and strong communication skills
