Head of Asset Strategy
Job Responsibilities
KEY RESPONSIBILITIES (Functional):
Strategic Leadership and Planning:
1. Develop and implement a comprehensive Asset Management Strategy aligned with the Property
Services Strategy and Corporate Plan.
2. Maintain a clear understanding of the stock condition, asset performance and financial value of all assets through stock condition surveys, validations, and asset performance evaluation.
3. Lead on long-term investment planning, ensuring efficient use of resources to maintain and improve homes.
4. Integrate asset management with other strategic functions particularly development, finance, and housing operations.
5. Advise the Executive Team and Board on property performance, investment priorities, and risks.

Asset Data, Intelligence and Stock Condition
6. Oversee the collection and management of accurate stock condition data.
7. Ensure the asset register and compliance records are up to date and auditable.
8. Lead data analysis to inform strategic investment decisions, such as:
• Life-cycle costing.
• Component replacement planning.
• Asset viability and performance modelling.
9. Use asset intelligence to support disposals, acquisitions, and redevelopment opportunities.
Investment Planning and Capital Programmes
10. Plan and deliver multi-year planned maintenance and capital investment programmes. Balance
investment between:
• Planned improvements (kitchens, bathrooms, roofs, windows, heating)
• Compliance upgrades (fire safety, electrical, water hygiene)
• Sustainability / retrofit projects.
11. Ensure programmes deliver value for money, quality, and customer satisfaction.
12. Work closely with finance teams on budgeting, forecasting, and investment appraisal.
Compliance and Building Safety:
13. Provide strategic oversight of building and property compliance, ensuring full adherence to:
• Building Safety Act (UK) / Building Control (Amendment) Regulations (ROI)
• Health & Safety, Fire, Gas, Electrical, and Water Hygiene requirements
• Maintain robust assurance frameworks and compliance dashboards.
14. Act as or support the Responsible Person / Duty Holder for building safety (UK Building Regulations
adopted as best practice within Tuath)
15. Lead on building safety case reviews, risk assessments, and customer engagement in safety.
Asset Performance and Optimisation:
16. Undertake asset performance evaluations, combining financial, social, and environmental data to assess each property’s value and sustainability.
17. Identify underperforming or non-viable assets and lead on option appraisals (retain, invest, remodel, dispose, or redevelop).
18. Support stock rationalisation and asset acquisitions/disposals to improve operational efficiency.
19. Integrate energy efficiency and carbon reduction targets into asset planning.
Sustainability and Retrofit
20. Lead the association’s sustainability agenda, ensuring alignment with national policy and funding opportunities (e.g. SEAI, retrofit schemes).
21. Develop energy efficiency strategies to achieve targets.
22. Oversee retrofit and decarbonisation projects across housing stock.
23. Monitor environmental performance and report on progress to senior leadership and regulators.
Financial and Contract Management:
24. Lead on procurement, tendering, and contract negotiations through the Contracts and Procurement Team.
25. Develop and manage multi-million-pound budgets for Asset Management.
26. Ensure all Procurement and Contract Management activities are conducted comprehensively and fully compliant.

27. Ensure accurate forecasting, cost control, and value for money.
28. Monitor and manage contractor performance, driving continuous improvement.
Customer Focus:
29. Ensure services are customer-centred and responsive to customer needs.
30. Engage customer in service design, policy updates, and feedback.
31. Manage complaints effectively, identifying learning to improve services.
Performance, Risk and Reporting:
32. Develop performance dashboards, reporting to executive teams, boards, and regulators.
33. Manage risk registers for property service areas.
34. Ensure data accuracy and compliance.
KEY RESPONSIBIITIES (Organisational):
35. Provide motivational leadership, management and support to line managers and their teams,
36. Lead and motivate the Asset Management Team ensuring clarity of direction, effective
communication, and development of personal potential.
37. Promoting a culture of excellence and continuous improvement and ensuring they have the
knowledge and skills to perform their roles effectively, through regular performance appraisals and
constructive feedback
38. Manage performance, both at an individual and service level, and report on performance indicators
and outcomes to senior management, as well as identifying and monitoring risks associated with
service delivery.
39. As a member of the Management team, adopt a collaborative and supportive approach, maintaining up to date professional knowledge and providing advice and assistance to colleagues as required.
40. In conjunction with the Chief Executive, Deputy Chief Executive and Director of Assets and Property Services, contribute to the development of strategic and financial plans and keep the business plan and other key strategies under review and manage and mitigate risk.
41. Assist with Director of Assets and Property Services to set, achieve and be accountable for
departmental performance targets, KPIs, including benchmarking performance externally. Effectively communicate relevant business and performance data to the department, customers, and stakeholders where appropriate.
42. Determine and monitor standards of performance throughout the range of the directorate’s
operations, ensuring development of an effective service responsive to changing circumstances and
demands.
43. Demonstrate financial awareness and ensure the delivery of effective budgetary control and
efficiencies within the organisation, always securing value for money for the organisation.
44. In all aspects of the company’s work, promote effective communications, excellence in customer service, and a focus on continuous improvement.
Corporate Responsibility:
45. Ensure the values of Tuath are reflected in your work and that all services provided are delivered in line with the Vision, Mission and Core Values.
46. Act as an ambassador for Tuath Housing, attending, and contributing to
professional forums and events and disseminating the learning.
47. Ensure compliance with all regulatory, statutory, and legal requirements.
Supervisory Responsibility
48. To be responsible for the supervision, training, direction, and management of All colleagues within the
Asset Management Team:
49. To mentor Asset Management Team being a source of guidance and advice.
50. To be responsible for identifying training needs, updating knowledge of changes in legislation, best practice, and internal policies for the team.
51. Provide regular one-to-ones and reviews to manage colleague performance, in accordance with
company policies and procedures.
52. To take part in the recruitment, selection and induction of team and other staff as required.
53. To contribute to the formulation of policies and procedures.
54. To build and maintain “industry” relationships and a good understanding of government housing policy.

Job Requirements
Education and Training Attainments:
- Degree (NFQ Level 8) or higher in a relevant field such as:
Property Management / Real Estate
Construction Management
Facilities Management
Engineering (Civil, Building Services, Mechanical or Electrical)
Architecture / Architectural Technology
Asset Management / Housing Management
A relevant 3rd level qualification (Level 7 NFQ or above) in Building
Surveying and 5 years management experience.
A postgraduate qualification (e.g. MSc or MBA) in property,
housing or leadership.
Affiliation with a recognised professional body relevant to housing,
property, or construction, for example:
• Society of Chartered Surveyors Ireland (SCSI) – Chartered
Member (MSCSI)
• Royal Institution of Chartered Surveyors (RICS) – MRICS or
FRICS
• Chartered Institute of Building (CIOB)
• Engineers Ireland (MIEI or CEng)
• Irish Property & Facility Management Association (IPFMA)
• Chartered Institute of Housing (CIH)
• Institute of Workplace and Facilities Management (IWFM)
Relevant Experience:
Substantial experience of the management and development of a
multi disciplined team within the contact of Property Services
and/or Asset Management
- Proven leadership skills with a record of managing staff for a
minimum of 5 years. - Experience in contributing to the growth, organisational structure
and development of a team. - Previous technical / construction experience in housing.
- Experience in managing repair and refurbishment projects.
- Experience of preparing / managing cyclical / planned works
maintenance programme. - Experience in procurement / contract supervision.
- Experience of defect diagnosis and identification of remedial works
Knowledge and Skills:
- Extensive knowledge, experience and understanding of Property
Services - Knowledge and understanding of compliance requirements.
- Must be able to demonstrate experience of supervising performance and achieving key performance indicators.
- Can inspire change, motivate and develop staff at all levels, and to
deliver consistent success. - Up to date knowledge of housing sector, best practice and relevant
regulation and legislation for tenancy management. - Ability to collate and analyse statistics and provide relevant written
reports. - Ability to manage and analyse data to drive effective decisions and
innovation. - Computer literacy with experience that includes excel, word,
spreadsheets, presentation packages, e-mail, electronic schedulers,
and internet. - Ability to work with accuracy and attention to detail
- Good problem solving, communication and negotiation skills.

- Ability to conduct work planning and prioritise to optimise
performance of a team - Ability to allocate resources and responsibilities within a team to
deliver business results
Manage internal and external team relationships - Decision making abilities and strong communication skills and
