The Head of Delivery will work alongside the Head of Commercial Development and the Head of New Business to deliver on the objectives of our Corporate Strategy and the outputs as stated in our Business Plan. The primary function of your role will be to offer leadership to the Commercial Development Department’s Delivery Team, who are tasked with delivering the pipeline of social and affordable homes and meeting our measures and targets. A key focus of the role is supporting our staff members tasked with delivering our construction programme and providing strong leadership in dispute resolution and claims management. This will require a high level of negotiation skills and a solution focused approach to risk management. Designing and implementing workflow solutions to support the delivery of our pipeline of new homes, and solution focused, problem solving are requirements of the role. The role also requires an excellent team leader who will provide direct line management support to the delivery team members and support their wellbeing, engagement with our culture and values and learning and development.
As a Head of Department, you hold a senior management role in the organisation, and you will support the CCO to lead the Commercial Development Department as part of the senior management team. Creating efficiencies and value for money and tracking and reporting on the delivery of the pipeline are key elements of this role.

Key responsibilities
Leadership and People Management
– Lead the Commercial Development Delivery Team to deliver our pipeline of social and affordable homes in line with our Corporate Strategy and Business Plan.
– Support the Chief Commercial Officer, Head of Commercial Development and Head of New Business to lead the Senior Management Team in identifying risk and developing strategies and work plans to manage that risk
– Support the fostering of cross teams’ collaboration and resource sharing that maximise efficiencies.
– Lead and develop a team of dedicated professionals, supporting them to deliver the CDD pipeline of social and affordable homes
– Foster a culture of performance management that is based on innovation, respect, support and encouraging leadership behaviours in all team members in line with Clúid’s mission, culture, and values.
– Responsibility for the Delivery team members including target delivery, resources, budgets, and team development.
– Liaise with People & Culture and CCO on the recruitment, induction and mentoring of new staff
– Line manage staff. You would be responsible for line manging the staff of the Delivery team, monitoring their work and providing support, motivation and leadership.
– Carry out people support process meetings and provide appropriate training and development of staff in line with our L&D objectives.
– Challenging staff to meet the high standards of quality and innovation established in the department
– Managing individual performance of your direct reports to maintain the morale and motivation of the team.
– Promoting a culture which is supportive of the organisation’s purposes, aims and values, and to take all reasonable steps to maintain good staff relations.

– Managing disciplinary and grievance issues in accordance with staff policy and in collaboration with People & Culture.
Delivery
- You will have overall responsibility for taking handover of projects from the New Business team and ensuring the delivery of the development pipeline against the annual budget and Business Plan and for reporting on progress.
- You will have overall responsibility to manage the risk that arises from construction activities, including dispute resolution and claims management under our construction contracts, and to keep the CCO and senior management team of the CD department appraised of the risk.
- Support the Head of Commercial Development to develop innovative procurement strategies that support innovative approaches to delivery that maximise resources and provide best value to the organisation in term of social and affordable housing outputs.
- Support the Head of New Business to manage our reputation with all our stakeholders.
- Monitor the internal approval process, confirming high quality submissions and ensure that all proposed social housing projects are socially, physically, and financially sustainable and in compliance with all our internal and external KPIs, best practice and statutory requirements.
- Liaise directly with key partners at local & national level bringing all available resources to the projects in line with our values and stakeholder engagement standards.
- Set and implement high quality standards in delivering the pipeline of social and affordable homes for Clúid.
- Carry out evaluation of projects at appropriate stages and ensure quality control.
- Ensure the deliverability of the pipeline of supply through early and continuous engagement with the supply team and Head of Commercial Development.
- Monitor the control of the delivery pipeline, ensuring that the workflow process are adhered to, delays are tracked and managed, resources are adequate and allocated and efficient reporting processes are in place.
- Ensure the monitoring, tracking, and reporting on delivery to the CCO, senior management team of the department and across the business in line with our current reporting mechanisms on measures and KPIs.
- Keep external stakeholders informed of the progress on delivery, costs, and expected hand-over of property dates.
- Work with the Head of Commercial Development to ensure a focus on continuous improvement to maximise efficiencies and reduce waste work across the business.
- Ensure high quality management of teams of consultants and contractors on the delivery our projects.
- Support the Project Management team to manage construction contracts in line with statutory and contract requirements, ensuring the control and mitigation of risk to Clúid.
- Provide all necessary information to the CCO to support their involvement in contract project board process.
- Ensure that contractual arrangements with third parties comply with statutory requirements, Clúid’s financial and committee regulations and contract procedures.
- Monitor the performance of the delivery team in relation to delivery by ensuring all procedures are adhered too such as necessary legal agreements, funding requirements, critical information, stakeholder management plan etc. are in place prior to scheme starting on site
- Monitor the delivery team’s management of project control of Quality, Scope and Cost
- Monitor the handover of new units to the housing services and property services department and work to ensure all handover procedures are adhered too.
- Monitor and manage the responsibilities of the delivery team in relation to data and document management.
- Support with the Head of Commercial Development to gain customer insights and modify the handover process to meet the agreed outcomes.
- Lead on the review and maintenance of the CDD development process and procedure guide.
- Ensure Client compliance with all relevant Health and Safety requirements including notifications to H&S authority, preparation of preliminary health and safety plans and review of the Safety File Policies and procedures Working with the Senior management team of the CDD:
- Review and maintain an updated Development Procedure Guide.
- Review and update the Design Guide as necessary.
- Design and implement policies and procedures that support the delivery of the pipeline.

Education / Qualifications
- Minimum of Honours Degree required in a property discipline
- Project management experience and qualification
- Qualification in contract law and dispute resolution
Knowledge / Skills
- Specialist role related knowledge, including procurement, planning, contract management etc,
- Knowledge of social housing delivery processes
- Knowledge and experience of Public Procurement, Capital Management Framework and Public Works Contracts
- Negotiation and dispute resolution experience
- Relevant H&S qualification such as Managing Safely In Construction
- People management experience
Experience
- 5 years plus experience of managing design and construction projects preferably under the CMF
- Leading high performing teams of construction professionals
