Job Description
[vc_row][vc_column][vc_column_text]The Quantity Surveying (QS) Section is based in the Engineer Branch, Defence Force Headquarters (DFHQ) at McKee Barracks, Blackhorse Avenue, Dublin 7, and holds a brief to provide general QS services on individual projects, assist in the procurement of construction consultants and contractors and help resolve difficulties on projects designed by ‘in-house’ teams.
The QS Section has an establishment of 4 civilian quantity surveyors. The main duty of the appointee will be to lead the QS Section in the provision of quantity surveying and related technical services to the Defence Forces and Dept. of Defence and, in their role as Head of Quantity Surveying Services, to take responsibility for the expenditure planning and cost control of the construction and maintenance programmes for the Department of Defence’s built infrastructure.[/vc_column_text][/vc_column][/vc_row]
Job Requirements
[vc_row][vc_column][vc_column_text]Candidates must, on or before the closing date for applications:
A. Hold a qualification of at least level 8 on the National Framework of Qualifications in Quantity Surveying, Construction Economics or an equivalent qualification.
B. Be a person named on a register maintained pursuant to Part 4 (Registration of Quantity Surveyors) of the Building Control Act 2007. Prior to a formal offer of appointment, any candidate under consideration will be required to provide satisfactory evidence of registration.
C. Have obtained the professional qualification of Chartered Quantity Surveyor (i.e.be a professional member of the Society of Chartered Surveyors Ireland and/or the Royal Institution of Chartered Surveyors or an equivalent professional institution for Quantity Surveyors.
Have appropriate experience and proven capacity to lead, manage and deliver a Quantity Surveying service.
A minimum of 10 years’ experience post degree qualification is essential. Other professional experience gained should be relevant to the post on offer.
8 years’ experience post final qualification and entitlement to full membership of the SCSI/RICS, or an equivalent professional institution for Quantity Surveyors acceptable to the Department of Defence.
Not less than 8 years’ experience at not less than a Grade 1 QS (or equivalent grade) in the Public Sector or as a partner / director in a quantity surveying practice providing QS professional services to the construction industry.
Extensive knowledge and experience in production of Bills of Quantities and ancillary documentation for use in tender competitions. Sufficient knowledge and experience of BIM as a design, construction and building tool to enable the person make a production contribution to the adoption of BIM for the construction programme of the Department of Defence / Defence Forces
