Job description
The Programme Manager Role: Reporting to the Senior Manager in the Programme Delivery team the post holder will be a Construction Professional and be responsible for managing a number of programmes and work streams in the Capital Programmes Unit (CPU), working with colleagues across the HEA.
Responsibilities
- Manage a number of capital investment programmes within the CPU from approval in principle through to completion and project review. Liaising with the Higher Education Institutes across the project lifecycle from design development to construction phases.
- Management of formal reporting across a number of capital investment programmes. Ensuring the HEA is kept informed on project costs and expenditure profiles, project objectives, programme, risk, quality and health and safety.
- Managing relationships across the Higher Education Institutes as part of advising, monitoring, and reviewing the preparation of project inputs from the stakeholders and advisors.
- Manage the implementation of the CPUs procedures across individual projects and programmes in accordance with the requirements of both the Capital Works Management Framework and the Public Spending Code.
- Manage the requisition and disbursement of funding, annual profiling, and regular reporting, for individual projects and programmes.
- Undertaking and contributing to other ancillary duties within the CPU.
- Any other duties assigned by the Senior Manager, Programme Delivery, Head of Capital, Deputy CEO and CEO.
Eligibility Requirements Essential
- A level 8 qualification in Quantity Surveying, Engineering, Construction Management, or construction/building related discipline with four years satisfactory experience of work within the construction sector.
- Excellent project, programme management and financial skills in the delivery of capital projects and programmes in the construction sector.
- Knowledge and experience of procurement, change management, contract management, risk management, safety, health and quality management in the construction sector.
- Be a self-starter and have strong organisational, communication, problem solving, written, people management, negotiation, interpersonal and presentational skills.
- IT proficient with excellent working knowledge of MS packages such as Word, Excel, Powerpoint and Project. Desirable.
- Experience with the use of both the Capital Works Management Framework (CWMF) suite of documents and methodologies and delivering projects in accordance with the Public Spending Code.
- Experience with use of construction management software packages and methodologies such as AutoCAD, ArcGIS, and Building Information Modelling (BIM).
