Job Responsibilities

The duties of the post include, but are not limited to, the following:

  • Act under the direction of the Programme Manager in the Interim Project Management Unit
  • Preparation of cost and economic advice for client depts in the Council and external stakeholders where applicable
  • Prepare documentation for submission to the Department of Housing, Local Government & Heritage
  • Construction procurement
  • Framework tendering and administration
  • Act as part of a design team
  • Preparation and production of Bills of Quantities
  • Tender action, evaluation and recommendation
  • Administration of Dublin City Council public works contracts
  • Contract administration generally including preparation of interim recommendations for payment and final accounts; cost reports
  • Attend site meetings and attend on site for other duties
  • Deal directly with contractors

The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed.  The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to, an appropriate Officer or such designated Officer as may be assigned from time to time by the City Council.

Job Requirements

Senior Executive Engineer

Character:

Each candidate shall be of good character.

Health:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education, Experience, etc.:

Each candidate must, on the latest date for receipt of completed application forms: –

(i) hold an honours bachelors degree (level 8 on the National Framework of Qualifications (NFQ)) in Engineering accredited at CEng or CEng with FL level by Engineers Ireland;
OR

(ii) hold an ordinary bachelors degree (level 7 on the National Framework of Qualifications (NFQ)) in Engineering AND a post- graduate masters degree (level 9 on the National Framework of Qualifications (NFQ) in Engineering.

OR

(iii) hold a masters degree( level 9 on the National Framework of Qualifications (NFQ)) in Engineering attained after completing and integrated masters level programme of at least 4 years duration and which is accredited at CEng level by Engineers Ireland or an equivalent accreditation body internationally;

OR

(iv) have achieved the registered professional title of Chartered Engineer and be registered on the Register of Chartered Engineers of Engineers Ireland or of a professional institute of another country and recognised by Engineers Ireland as of equivalent status:

 

have had at least seven years satisfactory relevant experience of engineering work;
possess a high standard of technical training and experience;
possess a high standard of administrative and management experience;
have satisfactory knowledge of public service organisation or the ability to acquire such knowledge.

Senior Executive Architect

Character:

Each candidate shall be of good character.

Health:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education, Experience, etc.:

Each candidate must, on the latest date for receipt of completed application forms: –

hold a recognised university degree (level 8 in the National Framework of Qualifications) or equivalent professional qualification in architecture;

have at least seven years’ satisfactory experience of architectural work after graduation including experience in the design of buildings, the preparation of sketch plans, working drawings, details and specifications;

have satisfactory experience in the supervision of building work, and

possess a high standard of technical training and experience and of administrative experience, including in the administration of contracts.

Senior Executive Quantity Surveyor:

Character:

Each candidate shall be of good character.

Health:

Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education, Experience, etc.:

Each candidate must, on the latest date for receipt of completed application forms: –

Hold a professional qualification in Quantity Surveying that is prescribed under the Building Control Act 2007, or a qualification in Quantity Surveying that is equivalent to a qualification so prescribed in Section 29 of the Building Control Act 2007, and:

Be eligible for registration as a Quantity Surveyor under the Building Control Act 2007 without requiring further assessment. Any appointment by the employing local authority will be subject to registration under the Act;

Have at least seven years satisfactory relevant experience in quantity surveying;

Possess a high standard of technical training and expertise;

Possess a high standard of administrative and management experience; and
Have satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
