Property Procurement Specialist, Procurement & Materials Department

[vc_row][vc_column][vc_column_text]The Procurement Specialist is a key member of the Procurement & Materials team. This person must have a minimum level 6 qualification in Public Procurement with a minimum of 3 years’ experience in Public Procurement. Experience in tendering in the utilities sector, under EU directive, 2014/25/EU and experience with contracts for Public Works and the Public Spending Code. It is desirable that this person have experience with the construction industry, knowledge of grant applications and sustainable procurement. The person will be responsible for the successful tendering and contract management of Property Development for the whole company.
The Property Procurement Specialist for Bus Eireann must have the fundamental values of integrity, honesty, civility and ethical principles at work. They must have experience in developing/implementing new strategy/transformation and the various tendering procedures, such as Frameworks, Qualification systems, Competitive Dialogue and the Negotiated procedure.[/vc_column_text][/vc_column][/vc_row]
Role Responsibilities
[vc_row][vc_column][vc_column_text]Procurement of Goods and Services
Procurement has responsibility for the tendering, negotiation and strategic selection of contractors for Property Development that are of importance to Bus Eireann.
- Ensure best practice procurement
- Experience with tendering and tender documents for Public Works and Public Spending Code
- Carry out tender process in line with EU Directives
- Carry out tender process in line with CIE Policies and Procedures
- Lead negotiations with suppliers
- Understanding of contracts and contract negotiations
- Achieve value for money through tendering
- Identify and assess risks and benefits of sourcing decisions and clearly present proposals to mitigate risks collaboratively, ensuring sustained compliance
- Ensure timely and efficient awarding of contracts
- Carry out requests for quotes
- Drive Sustainable Procurement
- Support Procurement & Materials Manager in achieving strategic procurement goals
- Liaise with Government Departments, Bus Eireann management and staff
Contract Management
Responsibility for the review and management of contracts procured by the Procurement & Materials Department
Role Responsibilities:
- Develop contract management plan
- Create Standard Operating Procedures for all contracts
- Ensure no over runs on contracts (budgets or time period)
- Contribute to the annual budget process by providing reliable cost estimates and realistic forecasts
- Develop and maintain relationships with suppliers
- Develop and maintain relationships with end users
- Ensure terms and conditions of contracts are being adhered to throughout the term of the contract
- Track actual spends and highlight variance in budget and actual spend
- Develop relevant KPIs to assist with analysis of costs and supplier performance
- Periodic review to ensure costs are accurate for period
- Consider automation of processes, where possible

- Qualification in Public Procurement, minimum requirement is level 6
- Minimum of 3 years’ experience in Public Procurement
- Experience in procuring Public Works Contracts utilising Public Works Contracts
- Ability to meet deadlines
- Desired knowledge & hands-on usage of SAP
- High level of proficiency in Microsoft Excel & Word
- Good communication skills
