Property Services Manager
Job Responsibilities
The Property Services function is responsible for the operational management and maintenance of Oaklee’s housing portfolio. The team delivers responsive repairs, voids, cyclical maintenance, statutory servicing, and contractor management, ensuring homes are safe, well maintained, and compliant.
As Oaklee grows, the function plays a central role in embedding consistent standards, managing
contracts effectively, and supporting the mobilisation of new schemes into operational management. It works closely with Housing, Asset Management, and Development to deliver efficient, customer-focused services. Reporting to the Director of Operations, the Property Services Manager provides operational and strategic leadership for Oaklee’s Property Services function. This senior leadership role focuses on delegating effectively, building strong internal and external relationships, and driving team performance to deliver responsive repairs, voids, cyclical maintenance, and compliance programmes. The postholder will oversee contractor relationships, budgets, and system use, while collaborating closely with Housing, Finance, Asset Management and Development colleagues to support daily operations, scheme handovers and long-term planning.
Leadership and Team Culture:
- Provide clear, strategic leadership to the Property Services team, setting direction and priorities
in line with Oaklee’s strategy. - Delegate effectively and utilise team capacity, ensuring Senior Property Officers and
Administrators take ownership of operational delivery. - Set objectives, service standards, and performance expectations that drive a high-performing,
accountable culture. - Foster a positive working environment, promoting collaboration, trust, and a healthy work–life
balance. - Review team structure and skills to meet evolving service demands.
- Manage recruitment, induction, performance management, and professional development in
collaboration with HR.
Operational Delivery – Repairs, Voids and Cyclical Programmes:
- Oversee the end-to-end delivery of responsive repairs, void property management, and cyclical
maintenance through the team. - Manage the Measured Term Contract (MTC) using Schedule of Rates (SORs) to achieve quality, timeliness, and cost targets.
- Monitor performance against KPIs, addressing underperformance proactively.
- Coordinate with Housing to minimise rental loss, maintain turnaround times, and ensure
inspections and quality checks are completed. - Support the Compliance Officer in delivering statutory servicing programmes (e.g. gas,
electrical, fire safety, lifts, water hygiene) and maintaining accurate records.
Contract Management - Develop and maintain strong, constructive relationships with contractors and suppliers,
focused on shared objectives, open communication, and collaborative problem solving. - Lead regular performance reviews to promote continuous improvement and early resolution of
issues. - Use contractual mechanisms, including penalties, proportionately and as a last resort, where
engagement and improvement actions do not deliver results. - Ensure contract management practices support value for money, service quality, and long-term
partnership. - Manage contractor and supplier relationships to ensure works meet contractual, specification,
and KPI requirements.
Budgets and Procurement:
- Prepare, monitor, and manage budgets for repairs, voids, and cyclical works.
- Accurately forecast and control expenditure.
- Lead procurement activities in line with statutory and organisational requirements.
- Work collaboratively with Finance and other functions to support effective service delivery and
financial planning.
Systems, Data and Strategic Insight:
- Drive full utilisation of Active H (HMS) across the team, embedding consistent processes and
data entry standards. - Monitor data quality and ensure operational records are accurate and usable.
- Analyse operational data and performance trends, identifying patterns that inform decision-making.
- Feed operational intelligence into asset management strategy and planned investment programmes.
New Schemes and Handover:
- Work closely with Development and Asset Management teams to review new schemes during
design and construction stages. - Input into technical design reviews to support operational maintainability and compliance.
- Ensure comprehensive maintenance schedules and asset information are prepared and
handed over before scheme completion. - Support the mobilisation of new schemes into operational management.
Compliance, Health, Safety and Risk - Ensure works comply with health and safety legislation, housing regulatory requirements, and
statutory standards. - Identify and act on emerging safety or compliance risks.
- Maintain systems and processes to manage property-related risks effectively.
Job Requirements
Essential Requirements:
- Relevant third-level qualification or equivalent experience in property, construction, housing
management, or a related technical discipline. - Minimum 5 years’ experience in property services, maintenance, or housing operations, including
leadership responsibility for repairs, cyclical maintenance, or void management. - Demonstrable experience managing a Measured Term Contract (MTC) with Schedule of Rates
(SORs). - Proven experience managing contractor performance, procurement processes, and delivering
value-for-money outcomes. - Strong understanding of statutory servicing requirements (e.g. gas, electrical, fire safety, lifts,
water hygiene) and compliance in a housing context. - Experience managing teams, setting objectives, and driving performance.
- Excellent communication, stakeholder management, and reporting skills.
- Proven ability to work collaboratively with multiple internal functions and external partners.
- Strong financial management skills, including budgeting and cost control.
- A full driving licence and access to a car are required and willingness to travel nationally when
required.
Desirable Requirements:
- Professional qualification or membership in a relevant body (e.g. CIH, RICS, CIOB, Engineers Ireland).
- Experience in the Approved Housing Body or Local Authority sector.
- Knowledge of AHBRA standards and relevant Irish housing legislation.
- Experience working in a developing or scaling organisation.
- Familiarity with housing management systems and data reporting tools.

Salary: €82,529 – €96,417 (DOE)
Contract: Permanent, 37 hours per week
