Job Responsibilities

KEY RESPONSIBILITIES (Functional):
Property Inspections and Surveys:
1. Conduct inspections of housing stock that includes pre and post inspections and identify issues such as:
• Structural defects.
• Damp and mould.
• Disrepair or unsafe features.
• Defect Analysis.
• Fire Safety compliance matters.
• Non-compliance with relevant standards.
2. Prepare reports and maintenance schedules.
3. Liaise and update relevant stake holders such as Local Authorities.
Technical Due Diligence Services:
4. Technical inspections and reports on property acquisitions.
5. Review of Safety File information and conveyancing documents.
6. Engage and supervise specialist support services as required.
7. Scheme appraisals prior to acquisition.
Reactive Maintenance:
8. Oversee responsive repairs for urgent issues (e.g. leaks, fire incidents, electrical faults).
9. Oversee Major Works repairs.
10. Review of works to ensure value for money.
11. Dilapidations.
12. Liaise with contractors, customers and internal teams.

Project and Contract Management:
13. Manage refurbishment or improvement projects, including:
• Writing specifications.
• Tendering and procuring works.
• Monitoring performance and quality of contractors.
• Ensure works are completed on time, on budget and to standard.
Health, Safety and Compliance:
14. Prepare for audits, building safety inspections and respond to compliance failures.
Budgeting and Asset Management:
15. Contribute to asset management strategies (long-term planning for housing stock condition).
16. Prepare cost estimates for repairs, upgrades, or major works.
17. Work with finance teams to manage budgets.
Interaction and Support:
18. Manage property relates complaints and RTB cases
19. Explain planned works, timelines, and disruptions to residents.
20. Adaptation support and advice.
21. Collaborate with internal teams on property, compliance and regulatory matters.
22. Liaise with OMC’s, Local Authorities, Residents and other stakeholders.
23. Handle sensitive cases involving vulnerable residents.

KEY RESPONSIBIITIES (Organisational):
24. Adopt a collaborative and supportive approach, maintaining up to date professional knowledge and
providing advice and assistance to colleagues as required.
25. Provide statistical data, information and testimonials when required.
26. In all aspects of the company’s work, promote effective communications, excellence in customer
service and a focus on continuous improvement.
27. Be pro-active in the development and maintaining of strong networks and relationships with colleagues
and in other organisations and agencies, to ensure excellence in service delivery.
Health and Safety Responsibility:
28. To conduct all activities in a manner which is safe to yourself and others. To be aware and to act in
accordance with the Tuath’s Health and Safety Policy.

Job Requirements

Education and Training Attainments:

  • 3rd level qualification (Level 6 NFQ or above) in Building Surveying,
  • Construction Management or a similar construction-related / post-trade
    qualification.
  • Membership of professional body linked to the Job Description

Relevant Experience:

  • At least 2 years’ experience in property maintenance/ refurbishment,
    contract management of facilities management services
    Previous technical / construction experience in housing.
    Experience of defect diagnosis and identification of remedial works.
    Experience in procurement / contract supervision.

Knowledge & Skills

  • A knowledge and understanding of building pathology.
  • Knowledge of Health and Safety legislation and compliance within a
    construction setting.
  • Knowledge of techniques of residential construction and their services
    systems.
  • Knowledge of Technical Guidance Documents / Building Control
    Requirements.
  • Ability to work accurately / attention to detail.

Special Aptitudes:

  • Excellent IT skills, customer service skills and a commitment to
    continuous improvement
  • To be able to demonstrate an ability to meet the Tuaths key business
    objectives.
  • Can demonstrate budget management skill and deliver VFM.
  • Ability to communicate and relate to colleagues and residents.

Additional Factors:

  • Willingness to work outside normal office hours on occasions.
  • Full, clean driving licence and daily use of car. Where prevented from
    this due to a disability the candidate must be able to demonstrate how
    they will meet the mobility requirements of the post.
