Job Description

The Delivery Strategy Unit of the Capital Investments division focuses on Strategy Development for the railway, which sets the Capital Investment objectives as well as inputting to and aligning with the companies’ wider strategies. This role is in a team developing concept level project budgets and programmes.

The role is primarily supporting Capital Investment Cost & Planning but will also cover the role of Project Delivery QS for early stage delivery or project start-ups as the need arises.

Job Responsibilities

Capital Investment Cost & Planning

  • Develop concept level budgets for all ideas and projects being developed throughthe Delivery Strategy Unit with benchmarking data and rates from companyexperience and available equivalent consultant rates through company sourcesthrough
    • Diligent Budget Development and Management from conception stage.
    • Effective utilization of in-house and external resources.
  • Support the development and maintenance of a Capital Investments budgetestimating process and database.
  • Review project budget cost estimates and detailed cost plans and cash flows andundertake regular updates as required.
  • Challenge all aspects of a project particularly those with time and cost impacts.
  • Provide assistance to identify, analyse and quantify project risks and update RiskRegister & Risk Management Plan.
  • Review tender documentation and advise on completeness of the information toensure that the fixed price lump sum principle in the public works contracts is notbeing compromised because of incomplete design, unrealistic programmes etc.
  • Preparation of bills of quantities as required.
  • To review and assess costing information issued by external consultants.
  • Undertake proactive cost monitoring on all projects. Comparison and reporting onplanned versus actual internal costs.
  • Integrate fully within the Delivery Strategy Unit to provide an effective commercial& contractual support function.

Project Delivery QS

  • To manage budget and costs associated with projects in early stage delivery.
  • Deliver projects within the Delivery Strategy Unit to authorised budget, time, qualityand scope targets.
  • Check progress applications and prepare payment certificates for certification.
  • Pro-actively monitor, challenge and report on costs of variations and claims inconjunction with IE’s Change Control Procedure (PM005).
  • Evaluate and assist in the negotiation of delay/disruption and other claims.
  • Liaise with all project managers & external consultant teams to ensure that theChange Control procedure is being complied with, co-ordinate periodic review ofChange Register Reports & prepare report for review by Commercial Manager.
  • Monitoring & reporting as required of projects within Delivery Strategy Unit’s scope.

Common

  • Ensure in conjunction with the Commercial and Planning Manager that value for money is delivered and achieved.
  • Ensure that ethical principles of integrity are upheld and Iarnród Éireann Procurement Rules are complied with.
  • To liaise with Delivery Strategy Unit team, wider Capital Investments team, external consultants and stakeholders

Reporting Relationships

Reports to:

Commercial and Planning Manager, Delivery Strategy Unit

Working Relationship With

  • All staff working in the Delivery Strategy Unit Team – including Project Managers, Assistant Project Managers and Planners and the wider Capital Investments team.
  • IÉ Procurement.
  • External consultants.
  • Project Support Staff working in the wider organisation, including Signalling, Electrification and Telecoms Department, Chief Civil Engineers Department, Chief Mechanical Engineers Department, CIE Group Solicitors, CIE Group Property, IM Operations Department, Railway Undertaking, IT department etc.
  • External Agencies as necessary.

Key Qualities

Essential

  • Minimum qualifications are QS / Construction Economics degree or Construction /Project Management degree and/or Chartered Quantity Surveyor (MRICS or SCS)Member of the Society of Chartered Surveyors or Royal Institution of CharteredSurveyors.
  • Minimum of 7 years relevant experience commensurate to this role.
  • Proven commercial skills, awareness and experience (pre & post-contract duties)on large construction projects
  • Demonstrable ability to produce and manage budgets.
  • Detailed knowledge and application of the Public Works suite of contracts.
  • Knowledge and awareness of other standard forms of Contract – CWMF, RIAI, IEI,FIDIC and NEC
  • Demonstrable ability to produce bills of quantities, tender and contractdocumentation
  • Strong leadership, negotiation and interpersonal skills.
  • Experience in the management of change control on projects
  • Membership of a professional body.

Desirable

  • Experience in QS/Contracts management in a railway environment.
  • Experience of Final Account negotiations and settlements.
  • Experience and involvement on construction dispute resolution proceedings
  • A good level of IT literacy, especially with MS Excel.

General Management Responsibilities

  • Safety: To support all aspects safety in line with the CI SMS and to discharge your safety responsibilities as outlined by your reporting Manager and Safety Responsibility Statement (SRS).
  • Engineering: To manage, coordinate, monitor the commercial aspects of Delivery Strategy Unit to an agreed budgeted scope and programme, in accordance with standards and procedures including CIE Procurement Policies.
  • People: To ensure constant communication with all colleagues within your area and to support the People Management policy within the CI team.

Specific Responsibilities

Engineering

  • Administer the commercial policies and procedure of IÉ associated with DeliveryStrategy Unit Projects.
  • Develop and review proposed project costings.
  • Responsible for ensuring that projects are managed in accordance with definedproject management and control procedures.
  • Responsible for the ongoing implementation of appropriate project and contractcontrol mechanisms and for their monitoring and reporting.
  • Provide Project information to support and participate in the development of theCapital Investment Departments Long term goals.

Safety

  • You will completely and fully deliver your responsibilities as specified in the
    Safety Responsibility Statement which accompanies this role.
  • Review on an on-going basis risks relevant to your role including both occupationaland asset related risks.
  • Ensure that attend all briefings on Safety as necessary.

  • Plan, monitor and report on all financial aspects of those works for which you are responsible.
  • Prepare and manage budgets as necessary.
  • Undertake all activities in line with the Iarnród Éireann governing procurement policies and procedures.
  • Provide support to the Commercial and Planning Manager in the preparation of all required period, quarterly interim and annual reports.
