Job Responsibilities

The role of Senior Executive Valuer includes, but is not limited to, the following duties:

  • Producing ‘’Red Book’’ compliant valuations, including complex asset valuations, in accordance with established valuation procedures, practices, and policies, while operating with minimal supervision or support;
  • Efficiently determining statutory valuations, including complex cases, in compliance with the Valuation Act 2001 (as amended) and aligned with approved valuation procedures, practices, and policies, with minimal supervision or support;
  • Overseeing and guiding colleagues, while directly leading the collection, recording, and analysis of market transactions, data, statistics, and supporting evidence, in line with valuation procedures, practices, and policies, with minimal supervision or support;
  • Preparing and presenting evidence and/or advocating in appeals before the Valuation Tribunal or other appeal / court fora, in accordance with valuation procedures, practices, and policies, with minimal supervision or support;
  • Supporting and advising the Valuation Manager and team members to ensure the consistent delivery of high‑quality valuations, including mentoring staff on both routine and complex casework;
  • Managing and conducting audit activities as required;
  • Preparing and reviewing draft practice notes and instructions;
  • Preparing and delivering presentations and Continuous Professional Development (CPD) events related to property valuation;
  • Training, mentoring, and supervising Valuer staff, providing technical guidance and performance support;
  • Drafting responses and providing material for correspondence, public representatives, and parliamentary questions, ensuring timely and accurate delivery;
  • Maintaining and promoting strong expertise in relevant legislation, including the application of precedent, practice notes, and case law underpinning market valuation and rating principles;
  • Ensuring the effective application of valuation methodologies, practice notes, and tribunal and court decisions to casework;
  • Championing the development of ICT, data, and analytical capabilities to support evolving valuation practices;
  • Managing workloads and deadlines effectively, both individually and across the team, while maintaining required quality standards;
  • Coordinating and progressing multiple work activities simultaneously, ensuring priorities are effectively managed;
  • Actively contributing to the achievement of corporate and business objectives in a positive, flexible, and constructive manner.

Note: This job description is subject to re-definition as part of ongoing reforms within the Public Service and change management initiatives within TÉ.

Job Requirements

On the closing date of Tuesday, 30th June 2026 at 5pm candidates must satisfy all the following requirements:

       Essential Criteria:

  • Hold a relevant academic qualification at a minimum of Level 8 on the National Framework of Qualifications or equivalent; and
  • Have formally obtained a professional qualification as a Chartered Surveyor, or an equivalent professional qualification which is recognised by SCSI/RICS as equivalent to Chartered Surveyor; and
  • Possess a minimum of four years’ experience working at an appropriately senior level in the field of commercial property valuation; and
  • Demonstrate a strong record of professional achievement to date; and
  • The capacity to demonstrate to a high level the key competencies that have been devised for posts at this level under the following headings (see Appendix A for more details)

Location

The substantive location for these posts is in TÉ headquarters in Dublin. We have several regional locations which may allow for successful candidates to be based outside of Dublin, subject to business needs and office capacity in the regional locations. TÉ operates a Blended Working Policy. An initial training period of approximately 12 to 16 weeks in TÉ headquarters will be required on a full-time basis.
