Job Responsibilities

 

Procurement involves the acquisition of works, services and supplies.   All TII procurement is carried out in accordance with TII Corporate Procurement Guidelines established to ensure:

  • compliance with EU and national legislation, procurement-related Government guidelines and circulars and TII policy;
  • value for money; and
  • appropriate regard for the principles of sustainability.

The Procurement Department manages or provides support for those managing procurement processes and plays a key role in facilitating management overview and control of procurement processes across the full spectrum of TII activities.

To meet the requirements of an increasing workload the Procurement Department is now seeking to identify a capable and enthusiastic member for its team

ROLE, DUTIES AND RESPONSIBILITIES

ROLE, DUTIES AND RESPONSIBILITIES

  • Fulfilling the role of procurement process manager as described in the TII Corporate Procurement Guidelines, at the request of the Head of Procurement;
  • Providing guidance and leadership throughout major procurement processes;
  • Drafting and publishing notices in the European Journal and eTenders.ie;
  • Acting as the sole point of contact between the market/potential tenderers and the TII section that has initiated the procurement right through to award;
  • Managing the pre and post tender clarifications process;
  • Liaising with both internal and external personnel (including legal, commercial and insurance advisors) regarding elements of the procurement process as necessary;
  • Supporting the MetroLink programme as required;
  • Responsible for the preparation and co-ordination of all communication with tenderers including management of the electronic data room if applicable; managing, organising and facilitating various meetings including consultation meetings with tenderers, evaluations, negotiation and stakeholder meetings;
  • Preparing project reports, board papers and procurement reports as required;
  • Certifying lists of responses, prequalifying and short-listing companies for tender;
  • Co-ordinating the tender evaluation, production of detailed tender evaluation report through to seeking award approval, drafting of regret letters and populating contracts;
  • Development and delivery of procurement related training; leading the development of procurement related initiatives aimed at improving the efficiency and effectiveness of procurement related systems and objectives as agreed with the Head of Procurement;
  • Undertaking such tasks, activities or other duties as may be required or assigned appropriate to the grade.

Job Requirements (including qualification & experience)

Education & Experience

The successful candidate will be required to demonstrate the key competencies for a Grade 2 position, as well as the following experience and job-specific requirements:

  • A third level qualification (HETAC Level 7 or higher) in engineering, business, finance, law, quantity surveying, project management, procurement or other related discipline deemed relevant to the role;
  • Minimum five years’ post qualification experience in a legal, financial, commercial, engineering, procurement or administrative role
  • Solid experience in the preparation of tender briefs, technical specifications, conducting tender evaluations, negotiations or contract management
  • Good experience in report writing and in numerical analysis
  • Proven ability to liaise with and co-ordinate management and professional colleagues and key stakeholders in the context of evaluation teams
  • Knowledge of EU Directives and National Procurement legislation will be advantageous
  • Highly motivated with ability to work on own initiative
  • The ability to organise and prioritise tasks and to manage concurrently running activities, i.e. several procurement competitions
  • Excellent communication skills  (verbal, written, presentation and negotiation)
  • Have the ability to make informed and timely decisions based on information available, clear thinking and sound problem solving.
  • Fluency in the English language, both written and oral.

Benefits & Compensation

Salary €71,072 – €91,100
