Job description

The Office of Government Procurement (OGP) is responsible for leading the transformation of public procurement across the public sector, for developing the procurement policy framework, and for providing supports to public bodies and suppliers. It carries out the sourcing of goods and services that assist Irish Public Bodies in the delivery of important public services to and on behalf of citizens. The OGP delivers a wide variety of sourcing activity through the establishment of National Framework Agreements and Dynamic Purchasing Systems, delivering both mini competitions and bespoke competitions for goods and services for our customers across the public sector. Opportunities now exist for suitably qualified, talented and committed individuals to take up the role of Portfolio Manager (Principal Officer level) with the Office of Government Procurement. Reporting to the Assistant Secretary of the Sourcing and Professional Practice Division, the Portfolio Manager is a critical role in the OGP and is responsible for a Unit with the Division, managing multiple complex procurement projects and providing leadership to their teams. The primary responsibility of the Portfolio Manager is to ensure that procurement solutions support the reform of Public Procurement, the delivery of Government Policy objectives, and are delivered on time, within budget, and to required quality standards.

Job Requirements

The successful candidate(s) will have:

  • In-depth knowledge and expertise in successfully delivering large-scale public procurement projects of at least 6 years within the last 8 years at a senior level.
  • A track record of the attainment of clear outcomes against strategic goals
  • Proven leadership and management experience including in leading and developing teams at an appropriate scale and senior level.
  • Proven experience in successfully sourcing and delivering programmes of work.
  • Demonstrated commercial acumen and an understanding of marketplace dynamics and risks. Desirable
  • Third level educational qualifications in relevant discipline(s) commensurate with this role would be a decided advantage.
  • Membership of the Chartered Institute of Procurement and Supply (MCIPS).
  • Detailed knowledge of EU Directives and how these influence the delivery of procurement solutions in practice.
  • A track record of the inclusion of horizontal policy objectives in procurement solutions.
