Role Overview:
• Position: Senior Project Manager (Commercial Development).
• Reporting to: Head of Delivery.
• Location: 159-161 Sheriff Street Upper, Dublin 1.
• Contract: Permanent.
• Salary: €75,000 – (depending on experience).
The Commercial Development Team is a team of highly skilled professionals including Project Managers, Architects, Quantity Surveyors, Commercial Development Managers, Development Officers, Onboarding and Defects Team and Administration Support. The individual will join the Commercial Development Team to support the other Senior Project Manager and Project Managers in the delivery of an extensive housing development programme. Ensuring good design, compliance with Clúid’s design standards and quality control is central to the role.
The role will also oversee compliance with procurement regulations, planning, building control, building regulations, contractual obligations, health & safety requirements, project finance and budget control for various large-scale projects.
Key Responsibilities:

3. Assist the Team in the delivery of Clúid’s Housing Development Programme, ensuring quality control and compliance with Clúid’s Development & Risk Management Procedures and Statutory Regulations.
4. Work alongside the Architects and Quantity Surveyor on feasibility exercises and project appraisals.
5. Support the New Business Managers and Development Officers in the management of individual project teams and stakeholder relationships.
6. Manage projects from initiation to completion; provide up to date programmes, cash-flows and risk registers.
7. Assist the design quality control and compliance monitoring of projects.
8. Ensure Government guidelines and procedures are adhered to, in particular the Capital Works Management Framework.
9. Assist in the procurement, assessment and appointment of project Design Teams, Main Contractor’s for new build and refurbishment projects.
10. Assist in the performance review of professional consultants, contractors & developers.
11. Ensure all third-party funder’s requirements are met for new build, refurbishment and acquisition projects.
12. Ensure that Clúid’s procedures are adhered to in particular appropriate sign off /approval stages.
13. Maintain a good knowledge of procurement regulations, Government Public Works Capital Contracts (PWC) and procedures.
14. Have a good technical background and keep up to date with current building standards.
15. Ensure Clúid handover procedure is implemented for projects coming into management.
16. Input into Clúid’s commercial development documentation.
17. Alert the Head of Delivery as early as possible to any problems arising in relation to project progress, design defects, supply chain procurement delays and cost variations.
18. Assist Head of Delivery in the adequate resourcing of projects.
19. Attend monthly Commercial Development Team meetings and quarterly Stakeholder meetings.
20. Produce reports for and attend Board meetings and other committees as required.
21. Act as an information and advice source on development issues to staff.
22. Manage mini competitions under Clúid’s Professional Consultancy Framework.
23. Oversee the tendering process in consultation with the Procurement Department to ensure that contractual arrangements comply with statutory requirements, Clúid’s financial and contract procedures.
24. Liaise with the Quantity Surveyor & Architect in reviewing the construction tender documents for the Main Contractor prior to tender issue.
Job Requirements
Education/Qualifications:
• Minimum of Degree (at Level 8 of NFQ) (essential).
• Architect, Engineer, Quantity Surveyor, Building Surveyor or similar processional Qualification (essential).
• Specialist role related knowledge (essential).
• Financial management/appreciation (essential).
• IT and Data Management (essential).
• 15 plus Years’ experience (essential).
• Construction Management experience (essential).
• Excellent knowledge and experience of Construction Contracts including GCCC and NEC (essential).
• Use of Asta Powerproject or other project scheduling tools, programming works from 1st principles (essential).
• Knowledge of Building Control, Building Regulations and Technical Guidelines (essential).
• Excellent knowledge of Public Procurement (desirable).
• Chartered Engineer or Chartered Surveyor or RIAI registered (desirable).
Other Responsibilities:
- Work with Architect to instruct Employers Agent to prepare employers’ requirements for design and build schemes, and ensure these reflect the agreed design and specification
- Ensure that appropriate health and safety procedures are adhered to
- Ensure that the scheme appraisal process is fully implemented for all projects
- Ensure all necessary legal agreements including development agent agreements and appropriate insurances & bonds are in place prior to scheme starting on site
- Ensure that schemes start on site as speedily as possible within agreed procedures
- Advise Team Data Administrator of scheme starting on site and need for property insurance on-site
- Manage projects on site, when necessary, as Client Representative (ER)
- Monitoring progress of contracts, attend site meetings as necessary and liaise with Development Managers and Clerk of Works during the works
- Ensure all handover documentation required by Clúid’s On-Boarding and Operations Teams is available on practical completion
- Liaise with Finance department for payments received from local authorities’ post – handover. Bring to completion final accounts as speedily as possible
- Laise with Commercial Development Officers to ensure schemes are taken in charge by Local Authorities as quickly as possible
- To work with your Line Manager to identify your learning and development needs and develop and implement an L&D plan that meets these needs
- Ensure all activity is aligned to Clúid Housing’s values and contributes to the mission of supporting the development of thriving communities
