SCSI represented members through our submission on the review of exempted development to the Department of Housing, Local Government & Heritage. Under the proposed changes, certain developments would no longer require planning permission. 

In our submission, SCSI expressed support for expanding exempted development to ease planning pressures and boost housing, farming, and infrastructure, but stressed strong safeguards and professional oversight.The submission also calls for a time-bound planning amnesty to resolve historic non-compliance that delays property sales.

Key SCSI recommendations:

  • Backing new exemptions (attics, small units, schools, EV chargers) with strict safety rules.
  • Recommend only registered builders for exempt works plus clear homeowner guidance.
  • Support larger farm buildings but caution on slurry storage thresholds.
  • Urgent need for a planning amnesty to speed up conveyancing.
