    Since 1st July 2019 the RTB has the powers to investigate landlords in regards to improper conduct. The amendment to the Residential Tenancies Act of 2004 in 2019 legislation introduced a new complaints, investigations and sanctions procedure. This new function of the RTB allows them to impose penalties on landlords who are found to be committing improper conduct. Not only that, the RTB has the powers to involve the landlords agents (if any) in these investigations and request documentation off their offices if they feel it is connected to the investigation. These new procedures are formal and can involve both the Circuit Court and/or the District Court if parties refuse to co-operate. Therefore, the powers of the RTB are very extensive. Hence, it would be prudent for both letting and managing agents of residential property to be at least aware of these new powers and get a handle on the process just in case one of their clients unfortunately becomes involved in one of these investigations. The talk will also cover property inspections taking place by Local County Councils in regards to minimum standards for rental dwellings which was also up-dated by the Housing (Standards for Rented Houses) Regulations 2019 in conjunction with the RTB Registration database.

    Marcus O’Connor MSCSI, MRICS, ACIArb, BER Assessor (Managing Director): Marcus has over 20 years experience in the property industry. He has worked with two of the big five auctioneers in Dublin and has progressed through the ranks from Junior Negotiator to the position of Managing Director of MFO The Property Professionals. In this role Marcus is working closely with the excellent and energetic team in its core competencies: Lettings, Management, Residential, Commercial and Valuations. Marcus is a full member of the respected Society of Chartered Surveyors Ireland(SCSI) and the internationally recognised Royal Institute of Chartered Surveyors (RICS). He is proud to have sat on the National Council of the SCSI and was the Chairperson of the Young Members Committee for 2 years which deals with current and future property related issues. Marcus is also an associate member of the Chartered Institute of Arbitrators and is a qualified Building Energy Rating Assessor.
